Our Staff

Warren County Emergency Management has a variety of backgrounds amongst our staff. The staff consists of a director, full-time deputy director, administrative specialist, and 4 volunteer deputy directors. Our office also maintains an internship program, currently consisting of 2 interns. 

Ronnie Pearson, Director

Charles O'Neal, Deputy Director

Ronnie serves as the director, a position he has held for 27 years. 


Ronnie's responsibilities include but are not limited to: coordination of operations, communication with staff, leading disaster operations, serving on the Warren County radio board, leading NIMS efforts as the NIMS officer, inter-agency coordination and cooperation, teaching Incident Command System (ICS).


Ronnie has a robust background in emergency services. Ronnie is a former firefighter, serving at Alvaton Fire Department where he retired as chief. He is also an adjunct instructor for LSU. He also is a part of the Kentucky Emergency Management Association, and served as KEMA president from 2003 to 2004.

Charles is the deputy director.

Vicki is the office administrative specialist. 


Vicki's responsibilities include: operations budget, scheduling of trainings and meetings, support the LEPC chairman, webEOC and sharepoint documentation, director's scheduling, and supports other full-time office duties.

Justin serves as the chairman of the Local Emergency Planning Committee (LEPC). 


Justin responsibilities include: Tier 2 reports, LEPC meetings, communications with factories/facilities, and LEPC budgets.


Justin Reesy brings over 20 years of experience in both wildland and structural firefighting. He began his career with the Owensboro Fire Department in 2006, where he joined the hazardous materials response team. In 2008, he moved to the Bowling Green Fire Department, becoming a hazmat team member in 2011 and serving actively ever since.

His commitment to public safety and community preparedness makes him well-suited to lead as Chair of the Local Emergency Planning Committee.

Wyatt Crutcher is currently serving as an intern through Western Kentucky University’s Disaster Science Operations Center (DSOC).


He specializes in technology support and the repair and maintenance of emergency siren systems. In addition, he provides weather support services, including forecast assistance and on-site radar monitoring during severe weather events.


Wyatt plans to graduate from WKU in 2026 and intends to pursue a career in the field of emergency management.

Nick Zrelak is currently serving as an intern through Western Kentucky University's White Squirrel Weather (WSWX).


 His expertise includes technical support and the upkeep of emergency warning sirens. He additionally contributes weather support through forecasting and real-time radar monitoring in the field during hazardous weather events. 


Nick plans to graduate from WKU in 2026 and continue his education in the field of emergency management. 

Volunteer Staff

Volunteer deputy directors assist full-time staff during times of disaster, or in the absence of full-time staff. Volunteer staff serve in various positions outside of Warren County Emergency Management, and may also serve as a liaison to particular agencies during large-scale disasters.
