Our Staff

 Warren County Emergency Management is made up of full-time staff, volunteer deputy directors, and interns who bring a range of experience in public safety, emergency planning, preparedness, and response coordination. Together, our team works to help Warren County prepare for, respond to, and recover from emergencies.

Ronnie Pearson, Director

Kevin Bailey, Deputy Director

Ronnie serves as the director, a position he has held for 27 years. 


Ronnie's responsibilities include but are not limited to: coordination of operations, communication with staff, leading disaster operations, serving on the Warren County radio board, leading NIMS efforts as the NIMS officer, inter-agency coordination and cooperation, teaching Incident Command System (ICS).


Ronnie has a robust background in emergency services. Ronnie is a former firefighter, serving at Alvaton Fire Department where he retired as chief. He is also an adjunct instructor for LSU. He also is a part of the Kentucky Emergency Management Association, and served as KEMA president from 2003 to 2004.

Kevin Bailey, Deputy Director

 Kevin is the Deputy Director of Operations and Planning.  He is responsible for planning and oversight of emergency operations plans.  He also works closely with first responder and volunteer groups in Warren County.  He also works with the community to keep them updated on events and warnings as needed.    Kevin helps with hazard mitigation planning, securing grants, training and hazardous materials compliance. Disaster operations and incident response is also part of his responsibilities. 

Kevin has a lengthy background in emergency services.  He has served on Plano Fire Department for 25 years and has been Fire Chief for 11 years.  He is also an Advanced EMT.  Kevin serves on several committees and is involved in various community organizations.

Vicki is the office administrative specialist. 


Vicki's responsibilities include: operations budget, scheduling of trainings and meetings, support the LEPC chairman, webEOC and sharepoint documentation, director's scheduling, and supports other full-time office duties.

Chris is the deputy director.

Justin serves as the chairman of the Local Emergency Planning Committee (LEPC). 


Justin responsibilities include: Tier 2 reports, LEPC meetings, communications with factories/facilities, and LEPC budgets.


Justin Reesy brings over 20 years of experience in both wildland and structural firefighting. He began his career with the Owensboro Fire Department in 2006, where he joined the hazardous materials response team. In 2008, he moved to the Bowling Green Fire Department, becoming a hazmat team member in 2011 and serving actively ever since.

His commitment to public safety and community preparedness makes him well-suited to lead as Chair of the Local Emergency Planning Committee. 

Volunteer Staff

Volunteer deputy directors assist full-time staff during times of disaster, or in the absence of full-time staff. Volunteer staff serve in various positions outside of Warren County Emergency Management, and may also serve as a liaison to particular agencies during large-scale disasters.
